Uranium mining in Donegal : economic bonanza or environmental blight?

Abstract

This Thesis discusses the inherent conflict that exists between development of potential mineral - resources and protection of the environment. It specifically reviews the Uranium exploration that took place in County Donegal in the late Seventies and early Eighties, and highlights various milestones that occurred, and also a number of shortfalls in the decision making process that happened on both sides. The body of Legistlation and Regulations as it existed then is examined, and also its evolution by way of the E P A Act, EIA / EIS process and the Integrated Pollution Control Licensing requirements. The interface between the Community, Developer and Planning Authority is analysed as well as the role that politics plays in such situations in Ireland Finally, a number of recommendations are put forward in order to help streamline the decision - making process, not only in the possible case of future Uranium - Mining in Donegal, but also other extractive minerals development in other parts of Ireland.
